Family Court Child-friendly Exchange Program Draws International Attention

The Child Friendly Exchange Program, funded through a grant from the Missouri Domestic Relations Resolution Fund and county support, was featured recently at the international Association of Family and Conciliation Courts conference in Vancouver, Canada. At the invitation of AFCC, Kathleen Bird and Dawn Kuhlman made the workshop presentation entitled "Remedies for Toxic Exchanges" on May 31, 2008. Members from North America, Europe, the Middle East, Africa and Pacific Rim countries were in attendance. The Child-Friendly Exchange Handbook and Virtual Visitation Handbook are both available as downloads on the court website.


RESPECT Accountability Program

The RESPECT Accountability Program for juvenile offenders is completing its tenth year of operation. Approximately five hundred youth referred by the Clay County Juvenile Office have completed the program. Accountability involves "repairing the harm" caused by an offense to the extent is it reasonably possible. The program has demonstrated that offenders who acknowledge their offense and the consequences of their conduct learn a valuable lesson as they gain insight into impact of their offense on the victims. Specially trained facilitators assist offenders and victims to engage in a respectful dialogue that includes victims in determining the harm and the appropriate remedy for the offense, whether it is apology, monetary payment and/or community service. The accountability aspects of the program encourage development of empathy for others "harden" the juvenile offenders’ resolve not to re-offend, reducing the likelihood of probation violations and new offenses. The recidivism rate for youthful offenders who participate in face-to-face meetings with victims is extremely low. The RESPECT program also decreases the time for implementing payment of restitution to victims. Compliance with restitution agreements has consistently been in the ninety percent range over the history of the program.
