The Public Administrator serves as a "Public Guardian and Conservator" for people who are declared
incapacitated by the Probate Division of the Circuit Court. The incapacitation of a ward may have its origin in
a mental illness, mental retardation, dementia, head trauma, alcoholism, anomie, drug addiction, etc...
There are approximately 350 people in Clay County, Missouri under guardianship and conservatorship with the
Public Administrator's Office.
